The locations being moved on share a specific set of characteristics. Weak governance or governance under pressure. Uncommitted allegiances that have not hardened into something that would make the move costly. Verified strategic value. And a window that exists now and closes as the global order reorganizes.

That is not grand strategy. Grand strategy plays the strongest positions regardless of accessibility and timeline. This is something else. This is moving on what is reachable before the window closes, before the allegiances harden, before someone else gets there first.
